Haiyan's "defense war" for China fasteners

On November 15, over 100 large fastener enterprises from Jiangsu, Zhejiang, and Shanghai and around Bohai Bay, gathered in China National Center for Quality Supervision & Inspection for Standard Parts in Haiyan of Zhejiang. They signed the letter and agreed that China Fastener Industry Association will be their agency for appeal.
It is nearly two years since EU launched an anti-dumping case against China's standard parts. Fastener associations in China, including 24 defendant enterprises in Jiaxing, and relevant enterprises have taken an active part in defending the case and done a great deal of work. However, EC made the final determination on the anti-dumping investigation of China fasteners and proposed to impose 63% to 87% high anti-dumping duties, which has a significant impact on China fastener industry. As for Haiyan County, which accounts for a quarter of China's total export value of fasteners, it is also related to the existence and development of Haiyan fastener industry.

Feng Jinyao, President of China Fastener Industry Association said that EU's move of imposing high anti-dumping duties on Chinese enterprises, but zero duty on the two European solely foreign-funded enterprises established in China, has caused injury to Chinese enterprises. "The same condition to produce fasteners leads to totally different results, which arouses big dissatisfaction of China fastener industry.
Not long ago, a report issued by China National Center for Quality Supervision & Inspection for Standard Parts on the inspection for the homogeneous products from China and EU shows that the products from the two areas are different in character and application. Furthermore, with the analysis from the aspects of material cost, production equipment cost, labor cost, inspection cost, etc., the center comes to a conclusion with a no-injury report that China fasteners haven't caused direct injury to EU.
China Fastener Industry Association is about to use WTO rules to appeal against EU's anti-dumping case, so as to create some pressure. This proposal is actively answered by many China fastener enterprises.
It is learned that the China Fastener Industry Association is about to file an application to Ministry of Commerce of the P.R.C. by the end of November. In addition, Jiaxing Fasteners Import & Export Manufacturers Association will also continue to negotiate with EU in the hope of creating pressure on EC's decision through negotiation and defense before the official final determination in February 2009.
